I tried to delete 1 of my other Digimon using this card's inherited effect when an opponent's Digimon attacked, but I couldn't delete the other Digimon due to another effect. Can I end that attack at such times?

If the "by doing X" condition isn't met, the rest of the effect isn't processed. In this case, if you can't delete 1 of your other Digimon, then you can't end the attack.
